I think the way it works is that the person who leads the mason/cult conversion is the creator of the robe. For cult/mason leaders they are the robe creators. Same goes for templars.

what if they choose a cultist robe, does it just reveal the cultist? who is considered the "creator"

This role is very unique. Just being able to think of this is impressive. The concept of being able to see items in the game and revealing the owner is amazing. Overall I give it a 9/10. It would be fun to play as this role.
