I'd rather update Cuth so he can turn someone into a Cult Leader N1.

If this is gonna end up being a update to the CL, then IMO, the CLs should be able to vote and turn a chosen CL into a Cthulu (no limit on how many times, only limit is no more than 1 Cthulu). This in addition to the normal "voting to turn a chosen target into CL". This way the cult will almost always have an "half-summoned" Cthulu among them (making sense, thematically). Anyways, plussed+.

Tragedy, the "Sacrifice Cult member" part implies that it is in the meeting and if its in the meeting it'll probably count towards the cultist count aswell as be able to cult people making it a improvement on the already-made cult leader, the said cthulhu would be able to win the game if it works like I said in the above.
