He seems to perform a more mafia-sided action. Also, since the message is shown indiscriminately, it will be disregarded. At the start of the day, someone who isnt a cop will just read off the message so that the cop doesn't get confused. Only useful in setups with a stalker when played by people who have memorized the punctuation and syntax of each system message. Overly complicates the game.
