If reworked this could be a good role. Its name should be changed, to lets say. Prankster. It reflects all non-kill actions back onto the person who commited them. Cop checks Prankster, Prankster gets an inno on the cop too. Cop is now clear. Unless mafia CC both of course. Same goes for watcher report, watcher watches prankster, prankster reports watcher. Stalker stalks prankster, prankster gets stalker report on stalker. Mitebreallypowerful.

I agree with your first statement. The mafia and maybe the killer should be immune from being directly killed from the Reflector's night action. However, their other night actions should be reflected (ex.if Lawyer picks a fellow mafia and is targeted by the Reflector, the Lawyer will end up lawyering themselves, Witch would curse themselves, Silencer would silence themselves, etc).

Gunsmith guns reflector then the gunsmith gets a gun.
Doctor docs reflector then doc docs themself.
Etc.

I'm not sure if this should be for all actions or should it exclude some like mafia killing cause I don't want the reflector to kill all of the mafia, maybe only the first one to vote. Maybe only mafia kills aren't applicable.
