Interesting idea, but I don't see any practical use here. It'd be easily trolled and gives the wielder too much power. Maybe you could make a character who's mafia sided and can control who the jailer jails.

I think it would have to be town-sided. If it switched to maf it would just probably nl every day unless its mylo.
