Why on Earth was the description changed into the Jailer. I don't know.

The tl;dr on Target was that:
Target can pick one person a night.
If that person has a night phase, the Target becomes the new choice.
For example, a cop would investigate Target instead of who he picked, a doc would protect the Target instead of who he picked, and would be killed by the vig.

Could work as Village, Third Party or Mafia.
