I'm thinking that it would, as far as cop reports go, function the same way a cop report does on a fool: sided with the village. I think most third parties end up flipping village-sided to cops.

What should it appear as if checked by cop villager or mafia?

If it appeared as villager then it would be a reason not to use it on first turn and would help get a win.
