D1 vig claims. If unCCed, cop and doc whisper. One mafia must CC cop and must fake an inno. Vig then leads a lynch and uses his shot that night as a mislynch. Doc is on vig, so if mafia shoot vig to block the shot, there is another day.
Vig claims regardless of whether or not cop is dead, but does not claim if doc is dead. If doc dies, town can choose to risk lynching and hope the mafia do not hit the vig, or NL and hope that cop survives. Cop should whisper any "guilties" regardless of what dies. If vig dies, cop can claim out loud, but mafia will CC
Forgot to mention that mafia cannot CC vig, because then all that happens is that cop claims for doc and town NLs. I don't think I need to explain why mafia must CC cop in this setup. Anyways, this setup is most likely going to end up townsided because mafia must CC a role. Any setup that requires mafia to do something will slip townsided, especially if it is balanced when mafia do so. For instance, see Noobtraitormaflose. If Traitor plays well, the setup would actually be fairly mafia-sided, but it still leans 55% to the town.
