There is no such thing as a permanent rejection as long as you aren't an avid cheater, trouble maker, etc. We have a thread in the moderator forums where we keep everyone's application. We have about 60 pages worth of them.
I don't know what you mean with number two, because we only mod people when we need them. Right now, most of the moderator spots are filled and we are not avidly looking for new ones. Jackhammer was our most recent addition and he filled up one spot. I don't think we'll need any new mods in the near future unless someone steps down.
1* If I get rejected, and then stick around, would it be okay to reapply in a few months or so, or is a rejection permenant?
2* Have the possible candidates been chosen? If so, is it public somewhere?

By the way, the people posting approval or disapproval toward your modding have absolutely no impact of whether or not you'll join the team. It is strictly up to the staff to discuss if we need more moderators, who they should be, and what qualifications they should meet. Call to attention all you want; I'm not saying it's negatively affecting you, just know that the community has virtually no say if you will be a mod.
