You can start by developing two separate characters who are interesting and entertaining in their own way. And then attempt to think of situations in which they would meet|become infatuated with one another. There should also be some sort of conflict. Such as an issue of class discrepancy, parental disapproval, or something else that might come in between them. Good luck!
