i worked it out, the artist is irrelevant because they've taken a background image they found by searching "tumblr pixel scenery background masterpost" (or similar) and then going here http://www.pokestadium.com/pokemon/sprites and layering the transparent sprites they generated over the top using photoshop or another gif editing software :3 you should totally try making some!!
