  • -During the day a random person will recieve the investigation reports
  • -(Clumsy cops reports acts like an item in the sense that a thief can steal it if he chooses you the same day you get a report than the theif gets report)

It'd be a bit overpowering if he chose who to get the report, say he chose for the a regular cop to get report after he knew he was the cop then the cop would have 2 reports instead of one. This way even mafia get the report and can use it to thier advantage, like one day people would ask something like "Who got a report and inno or guilty?" Mafia could say they got it and it might say their parnter was guilty, they could say it says their partner was inno. Or maybe not say it at all cuase their is a chance mafia will cc the report if a villager got the real report, so if mafia says they have the report and no one cc's the report, people will know they are mafia becuase no one cc'd the report.
