Almost no one uses it as a clear anymore. They are more interested in trolling and talking. Making counter-claims forces people to do real scum-hunting instead of making the clears do all the work.
It's been suggested multiple times before and turned down multiple times before. The whole point of the crier, like the tree, is that it's an instant un-cc-able clear. Adding this in removes the whole point of it.
