Good idea I've seen used before, in certain setups paranoid cops can currently be used instead.

Well, operatives know that each other aren't mafia, so one can claim and lead, and it's hard for maf to cc them. So kinda like cops in a setup where there aren't any millers and all the maf are godfathers.
