The town drunk is sided with the town and it has the ability to cancel any action that a person could make. So when there are cop CCs, you drunk one of the cops and if he gets a report then he's obviously fake.

So, go on the lobby, look where it says trainning lobby, click there > and you should see a list of options, on your right, you ll see the tickets, GET TICKET, farther to the right you should be able to click and the one of your choice.
